Description
  • The Analyst: Market Development carries out economic research and analysis to ensure the reduction of anti-competitive behaviour and barriers to entry in the ICT sector. The job also entails the evaluation of interconnection and infrastructure sharing agreements to allow access to the Information Communication and Technology (ICT) market
Duties
Market Development
  • Provides information to the communications licensees as per the infrastructure sharing framework
  • Evaluates infrastructure sharing agreement and review rates
  • Implements the established reciprocal compensation arrangements for the termination of telecommunications
  • Reports on the outcome of negotiations between telecommunications or broadcasting operators. Provides information and guidance to carriers and operators to comply with interconnection requirements
  • Implements the interconnection terms and conditions set by CRAN in the event that carriers fail to agree on terms of interconnection
  • Checks compliance to the interconnection agreement by the dominant carrier and report deviations
  • Advice dominant carriers of their obligations of sharing infrastructure for the promotion of competition and market access objectives
  • Market Access and Promotion of Competition
  • Participates in the promotion of fair and transparent competition in the communications industry
  • Implements the adopted and accepted interventions that creates a conducive and competitive environment in the ICT market
  • Monitors public perception, identify and report areas of concern that might reduce the uptake of new products and services
  • Analyses the public perception data and determine the key challenges to be resolved
  • Monitors and evaluates the effectiveness of all market development activities
  • Undertakes continuous analysis of competitive environment and consumer trends
Financial Analysis, Tariffs and Charges
  • Assesses the financial viability of licensees/operators over the long, medium, and short term and advise management
  • Analyses the business plans of potential licensees and financial statements of licensees and prepare sound recommendations
  • Conducts financial analysis for TOL/TOC and advise on the impact of the proposed transaction on the ICT market
  • Checks and monitors the charges imposed by carriers for interconnection services and facilities and report any breaches
  • Implements and communicates to carriers the approved interconnection charges
  • Checks and monitors the notice provided by carriers to other carriers whose network is interconnected with its network and report any non-compliance and breaches
  • Assists with the analysis and benchmarking of the reasonableness of the proposed tariffs and share emerging and current trends that are promoting fair competition
  • Requests and ensures that Tariff filings are done correctly and that all such accounting, cost information and all other requirements prescribed accompany the filing
Requisites
  • A relevant B Commerce Degree with majors in Economics, Statistics, Finance
  • Basic project management skills will be an advantage
  • Three (3) to Four (4) years’ experience in the Economics sector research, market analysis or statistics
  • Highly analytical and statistical
  • Data analysis and interpretations skills
  • Research and report writing skills
  • Ability to extract meaningful insights from the information gathered
  • Shortlisted candidates will be required to submit proof of Namibian Police clearance
