Abt Associates is recruiting a Communications and MEL Specialist, Namibia LHSS (m/f), to be based in Windhoek, Namibia.
Description
  • Abt Associates seeks a qualified Communications/ Monitoring, Evaluation and Learning (MEL) Specialist for the USAID-funded Local Health System Sustainability (LHSS) Namibia activity based in Windhoek, Namibia. In Namibia, the LHSS project will support the Ministry of Health and Social Services (MOHSS) and other stakeholders to advance holistic, long-term sustainability planning. The LHSS Namibia Activity will work with stakeholders to raise the profile of health financing and human resources for health (HRH) in the MOHSS and across the Government of the Republic of Namibia (GRN); revitalize technical working groups and multisectoral platforms; and strengthen the MOHSS’s capacity to use evidence to prioritize investments. Key areas of technical support to the MOHSS and GRN stakeholders include benefits packaged design and costing, resource allocation, health priority setting, and private sector engagement
Duties
  • The Communications and MEL Specialist will have the following specific duties and responsibilities:
  • In coordination with the LHSS technical team and the MoHSS, develop and implement a communication strategy on Namibia’s Universal Health Coverage policy and related reforms to disseminate information to key stakeholders, obtain their insights and perspectives and advocate for the necessary reforms
  • In collaboration with LHSS Namibia staff, identify, develop, disseminate, and maintain communication pieces in various formats on the UHC policy, health financing reforms, and other technical work and achievements; materials could include stories, briefs, pamphlets, PowerPoint presentations, infographics, social media content, and videos
  • Support the planning, promotion, and marketing of activity events, including external events, conferences, and workshops
  • Assist country and technical staff with communications and branding requests, as needed, and respond to external information requests
  • Working with technical leads, collect and synthesize inputs to develop quarterly and annual reports, and other technical deliverables and reports
  • Collecting, analyzing, and reporting program data and performance indicators to USAID
  • Work with the technical teams to collect and analyze data
  • Support integration of the Namibia Activities to LHSS and USAID monitoring databases
  • Assist in developing and conducting assessments, evaluations, and research Support data collection, analysis, cleaning, and interpretation
  • Develop presentations and training materials on MEL, program results and learning sessions
  • Support the development and implementation of LHSS Namibia learning agenda
  • Within the LHSS project, the Communications and MEL Specialist will be supported by LHSS home office-based operations, finance, MEL and technical expertise and will report to the LHSS Namibia COP
Requisites
  • Master’s degree or higher in public health, global health, communications, journalism or a related field is required
  • Minimum 6 years’ prior experience working in communications and knowledge management, monitoring and evaluation and/or data management, preferably in public health, international development, or comparable programs
  • Demonstrated experience with international development and donor-funded programs. Familiarity with USAID-funded projects will be an advantage
  • Demonstrated experience in developing and implementing successful communications and knowledge management strategies
  • Demonstrated experience producing multiple type of communications content, storytelling/knowledge sharing, and managing social media
  • Demonstrated experience in qualitative and/or quantitative research methods (e.g. data collection, analysis, etc.)
  • Proven writing, editing, and proofreading skills, and ability to write for a variety of audiences. Prior experience producing and editing technical documents related to health systems strengthening, health governance, or health finance is desirable
  • Experience with organizing, planning, promoting, and facilitating events and webinars
  • Strong skills using MS Word, PowerPoint, and Excel, particularly formatting
  • Excellent communication skills, both oral and written
  • Fluent English writing/speaking skills
  • The following qualifications are desired:
  • Demonstrated experience with international development and donor-funded programs is preferred.
  • Experience in statistical software, such as STATA, SPSS, SAS or R and qualitative NVivo software preferred
  • Minimum Qualifications:
  • Bachelor’s Degree + Nine years of relevant experience, or Master’s Degree + Seven years of relevant experience, or PhD + Four years of relevant experience
