Abt Associates is recruiting a COVID-19 Vaccine Rollout National Activity Manager - Namibia SAFE Activity (m/f), to be based in Windhoek, Namibia.
Description
  • Abt Associates will be implementing COVID-19 activities under the modification of USAID/Namibia’s Scaling up Access for Expanded Voluntary Medical Male Circumcision Services (SAFE) Activity. The goal of incorporating COVID-19 activities within the existing Namibia SAFE Activity is to support the Namibian Ministry of Health and Social Services (MoHSS) to accelerate widespread equitable access to and delivery of safe and effective COVID-19 vaccines in Namibia. Under the Activity’s modification, Abt will support the MoHSS’ PHC Directorate to expand and accelerate the COVID-19 vaccination program as part of the country’s National Deployment and Vaccination Plan (NDVP). The COVID-19 vaccination rollout activities aim to support the MoHSS to increase the COVID-19 vaccine coverage from the current 14% to 40% of Namibia’s population
  • The National COVID-19 Vaccine Rollout National Activity Manager will coordinate and collaborate closely with key stakeholders and leverage critical partnerships to support and accelerate the NDVP’s planning, coordination, monitoring, and evaluation of COVID-19 vaccination rollout. The Manager will inform additional strategies, strengthen vaccine delivery, and ensure implementation fidelity in prioritized areas with low coverage
Duties
  • Assist with the planning, implementation, and monitoring of the Namibia SAFE COVID-19 activities at the national level, prioritizing areas with low vaccination coverage
  • Integrate COVID-19 vaccination as part of Namibia SAFE demand creation activities
  • Support logistics, procurement, and supply chain management for the NDVP
  • Lead the coordination of targeted rapid vaccination rollout through campaigns and mass vaccination using multiple service sites, including schools, workplace
  • Supervise four Zonal Coordinators to oversee the COVID-19 program’s implementation at the regional level
  • Participate in planning meetings with the National COVID-19 Vaccine Taskforce and support the COVID-19 National Coordinating Committee
  • Support recruitment of the project’s regional supervisors and/or coordinators, and other COVID-19 activity implementation personnel
  • Lead the team as an active participant/member in the MoHSS-led National Immunization Technical Working Group
  • Provide coordination support on activities training health workers on COVID-19 vaccination and information, as needed
  • Conduct field visits to program sites to monitor activities and engage with program teams, partners, and local stakeholders
  • Respond to questions and provide project specific inputs, reporting back to the Namibia SAFE senior management team in Windhoek
Requisites
  • Bachelor’s Degree + Nine years of relevant experience, or Master’s Degree + Six years of relevant experience, or PhD + Four years of relevant experience

  • Post-graduate degree in Social or Community Health Services, Public Health, Finance, Business Administration or another relevant field
  • Minimum 7 years of relevant professional experience in leading, designing, executing, and coordinating activities for health programs, and leading teams in these areas
  • Understanding of the Namibia Health Care system including current COVID-19 response and services in Namibia
  • Relevant experience networking and engaging with the Namibia MoHSS and other key stakeholders and implementing partners in Namibia
  • Proven ability to mentor health professionals of varying skill levels
  • Ability to work under pressure while maintaining strong leadership and team efficiency
  • Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy
  • Strong interpersonal skills, initiative, demonstrated team leadership and problem-solving abilities
  • Excellent report writing, analytical, and communication skills in English, including oral presentation skills
  • Computer literacy (MS Word, MS Excel, statistical software)
