CRAN is recruiting an Executive: Cyber Security and ICT (m/f), to be based in Windhoek, Namibia.
Description
  • The Executive: Cyber Security and ICT has the primary responsibility to strategically direct CRAN’s Information and Communications Technology and Innovations, Cyber Security, Project Management and Business Intelligence. The Executive: Cyber Security and ICT is responsible for all technological decisions, including but not limited to ICT and Innovations for CRAN’s infrastructure, Cyber Security, Project Management and Business Intelligence and monitoring compliance and enforcement of ancillary policies and regulations. The position reports to the Chief Executive Officer
Duties
  • ICT Strategic Planning and Implementation
  • Develops ICT strategy that will support CRAN in attaining its overall strategic objectives
  • Participates in the strategic planning and execution process of CRAN as a full member of the executive team
  • Cascades the relevant strategic imperatives to develop the Divisional Operational Plan and implement according to Delegations of Authority
  • Monitors and evaluates the departmental performance against strategic- and operational plans
  • Provides a holistic view of the current business and the future direction of accountable function, and the initiatives required to migrate to the desired future environment
  • Leverages enterprise architecture building blocks and components, including externally provided services and related capabilities to enable nimble, reliable, and efficient response to strategic objectives; and
  • Provides strategic direction to all divisional employees
  • National Security and Cyber Response/Security
  • Develops, implements, and enforces a regulatory framework as related to electronic communications guided by the ICT sector reform initiatives
  • Develops an action plan for the implementation of a National Cyber and Security Incidence Response Team (NCSIRT) as directed by the Minister of Information and Communication Technology, when required
  • Develops a regulatory framework for operation of NCSIRT
  • Liaises on organizational, national, regional, and international level on all ICT and cyber security relevant topics in order to ensure information sharing, regulatory and technical compliance at levels
  • Advises on relevant national policy
  • Implements the necessary technical infrastructure to manage and operate NCSIRT Centre
  • Serves on the SADC Regional Task Team for implementation of the regional NCSIRT at the behest of the Minister of ICT; and
  • Ensures Protection and Information Security policies are implemented effectively for CRAN
  • Projects Management and Business Intelligence Plans, Develops and distributes resources around ICT operational activities and projects to ensure that they are used effectively and in an efficient and timely manner Monitors compliance and enforcement of regulations for all ICT projects; and
  • Ensures implementation of business intelligence strategies/activities, including but not limited to Digitalization and Business Process Re-engineering, Software Applications and Data Sourcing/Data Analysis
  • IT Infrastructure
  • Ensures implementation and operations of the Authority’s internal IT infrastructure
  • Oversees the design, development and maintenance of web-based applications including websites and intranets; and
  • Approves all change requests received by the divisions that must be addressed by the Cyber Security and ICT division
Requisites
  • A relevant Master’s in Information Technology or Computer Science or Electronic Engineering or Cyber Security or Business and Commerce
  • Senior Management Programme (SMDP)
  • Eight (8) years relevant work experience in the ICT industry, plus three (3) years Executive or Senior
  • Management experience
  • Understanding of the ICT, Cyber Security, Courier and Postal market
  • Understanding of the relevant Acts, legislation and regulation
  • Emotional and Cultural Intelligence
  • Strong leadership skills
  • Shortlisted candidates will be required to submit proof of Namibian Police clearance
