CRAN is recruiting an Executive: Finance and Administration, in Windhoek, Namibia.
Description
  • The Executive: Finance and Administration is responsible for strategically planning, directing, managing, and coordinating of all the functions under the Finance Department ensuring alignment with the Authority’s Strategic Plan. The position contributes to the development of CRAN’s Strategic and Annual Plans with special focus on financial forecasting, budgeting, and financial control system development
  • Furthermore, the position oversees the overall strategic and operational planning and implementation of the Procurement and Corporate Administration objectives. The position ensures that the Department has adequate resources, appropriate systems and policies that guide operational efficiency and effectiveness ensuring compliance to legal and regulatory requirements
Duties
Financial Accounting
  • Oversees the management of the financial resources of CRAN including Universal Services Fund (USF), set goals and procedures for fixed capital investments, working capital, borrowing and ratios
  • Oversees the adherence to Corporate Governance principles
  • Approves the pricing, annual levies, application fees of CRAN and make appropriate recommendations to the Chief Executive Officer (CEO)
  • Directs the financial aspects of capital appropriation and expenditures in accordance with approved policies
  • Reviews and interprets financial and operating information as required
  • Oversees the financial and operational soundness of the USF, supporting the fund with coordinating asset liability modelling, investment allocation, monitoring and evaluation of investment performance and overall management of all treasury functions of the fund
  • Reviews and recommends the purchase of sales of securities and other investments
  • Provides strategic input into the development of the tariff structure for licensees and advise CRAN thereon
  • Reviews and confirms for CEO and Board approval, proposals for policies on accounting, cost accounting, tax matters, and the control and protection of inventories and other assets
  • Ensures that CRAN discharges its financial and procurement legal obligations, including statutory reporting
  • Responsible for the financial health of CRAN and ensure that expenditure is controlled in line with operating budgets and business plan approved by the Board
  • Oversees the management of the liquidity/solvency of CRAN and ensure that expenditure is controlled in line with operating budgets and business plan
  • Leads the design and assessment of financial strategy and performance as it relates to managing against the annual budget and long-term goals while fostering organizational effectiveness and sustainability;
  • Reviews and manages (and establish as needed) internal systems, controls, processes, and procedures to ensure the integrity, accuracy, compliance, and usefulness of financial information and reporting; and
  • Takes overall responsibility for preparation of management reports, annual accounts, and audit matters to ensure compliance with statutory requirements, donor reporting and governance structures
  • Management Accounting
  • Oversees the timely and accurate development of budgets, financial reports, and models that will assist the CEO, Board, and other senior managers in making informed program strategy, resource allocation, and investment decisions
  • Partners with CEO, and project leads to develop successful proposals and other resource acquisition strategies, while establishing systems and processes to help in the management and reporting of resource utilization
  • Reviews and approves appropriate cost accounting procedures to operators;
  • Reviews and approves procedures for effective system of ongoing budget control throughout the organization
  • Provides strategic overview in quarterly budgetary reports for each department and make appropriate recommendations
  • Evaluates the adequacy and functionality of budgetary controls in a manner that always facilitate financial prudence throughout CRAN
  • Advises and makes recommendations in line with the Finance Policies best corrective action options for managing budget to the CEO and Finance Committee
Procurement, Contracts Management and Corporate Administration
  • Reviews on regular basis all procurement and contract management policies and procedures
  • Evaluates and monitors compliance of policies and procedures by respective users on regular basis
  • Monitors efficiencies of procurement function and that all required controls and systems are in place
  • Oversees the approval of service providers through regular monitoring of procurement operations and effectiveness of related systems such as the Enterprise Resource Planning (ERP) system
  • Oversees the administration of bidding processes, including the operations of the Bidding Committee and subsequent execution of approved bid
  • Monitors and ensures preparation of the annual budget for planned procurement projects and corporate administration requirements in accordance with set guidelines
  • Monitors and ensures proper recording and updating of assets is undertaken in line with procurement, acquisition, and disposal guidelines
  • Provides reliable and efficient services to the CRAN and its employees in the areas of procurement management and contracts management
  • Sets requirements of the procurement of service providers for the maintenance of fixed and movable assets, operations facilities, as well as office surroundings
  • Develops mechanisms to ensure supply and effective management of the outsourced security services to all CRAN properties and facilities
  • Monitors the management and maintenance of CRAN’s fixed and movable assets in line with policy
  • Monitors and evaluates efficiency and effectiveness of all corporate administration (security and cleaning) outsourced service contracts
  • Reviews and guides implementation of streamlined solutions to service provision
Requisites
  • Master’s Degree in Accounting and Finance or an equivalent qualification on NQA Level 9
  • Senior Management Development Programme (SMDP) will be an added advantage
  • Professional Qualification: Chartered Accountant/CIMA/ACCA will be an added advantage
  • Nine (9) to Ten (10) years post qualification experience in managing finance and administrative functions
  • Six (6) to Eight (8) years should have been at Senior or Management level
  • Understating of Finance Act, Public Procurement Act, Corporate Administration Policy Application and a relevant interpretations
  • Proficiency in MS Office packages, financial management software, ERP and e-government procurement software IFRS, GAAP and related systems

  • Leadership and strategic thinking
  • Valid driver’s licence, Code B
