RFA is recruiting an Executive: Programme Management, Policy and Advice, to be based in Windhoek, Namibia.
Description
  • Develop, formulate, and implement policies for the operation of the Road User Charging System, including the determination of optimal funding requirements and the manner of allocation of funding for road projects and programmes, the conditions applicable to funding allocations, and the types of road user charges and recommendations on the rates of road user charges
  • PATERSON JOB GRADE – E2
Duties
  • Coordination and preparation of the ISBP of the RFA
  • Plans, budgets and organizes. Being able to consult with all stakeholders, including the Board of Directors
  • Utilizes the outputs from the determinations of the amount and manner of funding and of the consequent road user charges to develop the RFA Business Plan
  • Coordinates stakeholder consultations on the Business Plan
  • Development of Policies for Road User Charging System:
  • Develop policies for the type of road user charges, such as license fees, fuel levies, mass-distance charges, cross-border charges, and others
  • Develop policies for the determination of parties liable for the payment of road user charges
  • Resources Management:
  • Set the division’s performance standards, allocate work, monitor progress, and take corrective actions when necessary
  • Conduct performance audits on all other Approved Authorities in accordance with the procedure’s agreement, including the RA
  • Evaluate the performance of individual subordinates, determine training and development needs, set training plans and monitor implementation, and provide on-the-job training and coaching
  • Determine the amount of funding:
  • Monitor, analyze, and interpret information; enforce rules, principles, and guidelines, and make appropriate recommendations. Investigate and determine the optimal funding level for the achievement of economic efficiency
  • Investigate alternative sources of funding and recommend relevant implementation
  • Evaluate and advise the correct determination of amounts of funding required for compliance by the RA with minimum standards and measures prescribed under section 16(5) of the Roads Authority Act
  • Determination of the manner of allocation of such amount of funding:
  • Consults effectively, prioritizes and evaluates. Being able to do long-term planning, justification, and recommendations on resource availability
  • Identifies and recommends financial resources and available requirements to undertake projects and programmes
  • Evaluates the merits and priorities of projects and programmes in consultation with the RA and other affected Approved Authorities
  • Determination of the types and rates of road user charges to be levied:
  • Determines and recommends the optimal level and balance of road user charges to be levied, utilizing the appropriate models to analyse the required funding levels as per the amount and manner of funding determinations
  • Monitoring of the effective and efficient utilization of allocated Funds:
  • Monitor, supervise, and manage people and processes. Applying project management and costing principles, procedures, practices and guidelines
  • External liaison:
  • Consult with relevant stakeholders as determined by the Minister of Finance on the determination of funding amounts
  • Consult with stakeholders as determined by the Minister of Finance on preparing the Business Plan
  • Advisory Services:
  • Provide technical advice to internal stakeholders on transport-related issues
  • Provide technical advice to the Minister of Finance through the CEO on road maintenance funding
  • Project Management:
  • Develop, implement and manage various capital projects as identified per the Strategic Services division
  • Determine the funding required for capital projects and research and recommend on altern
Requisites
  • Qualification Requirements:
  • A Master’s Degree in disciplines of Civil Engineering/Transport Economics/Economics/Financial planning/Project Management
  • NQF Level 9
  • Experience requirements:
  • A minimum of 10 years relevant working experience in planning, policy formulation, and project management, of which 5 years must be at Senior/executive management level
