NAMFISA is recruiting a General Manager: Insurance & Medical Aid Funds Division: Insurance & Medical Aid Funds (m/f), to be based in Windhoek, Namibia.
Description
  • The purpose of the job is to strategically plan, organize and control the NAMFISA Insurance and Medical Aid Funds Division, and to lead the team of professional staff undertaking the supervision and regulation of all insurance and medical aid companies
Duties
  • Key Accountabilities:
  • Regulate and supervise the Insurance and Medical Aid Fund industry by inter alia:
  • Developing, implementing and promoting regulatory framework with legislative instruments (strategies and policies) that direct and guide the operations of regulated entities
  • Identifying critical market and institutional developments through timeous risk identification that could lead to serious markets and industry problems
  •  Developing, implementing, promoting and reviewing the riskbased regulatory framework for all regulated industries
  • Coordinating initiatives designed to improve efficiency within the division
  • Provision of strategic direction to the division by developing and implementing divisional business plan in line with formulated corporate strategic objectives
  • Manage staff in line with NAMFISA policies and procedures
  • Liaise with industry to collaboratively develop a set of regulatory standards that will inform the conduct of all financial service providers in Namibia
  • Represent the Authority at various levels, including committees, seminars and other industry meetings, both locally and internationally
  • Manage relationships with management and subordinates
  • Build and maintain relations with the FIC at the Bank of Namibia, AMLAC, and Ministry of Finance, consumer protection units, other regulators, law enforcement agencies and stakeholders
Requisites
  • Master’s Degree in Finance, Law, Economics or related field
  • Ten (10) years’ relevant experience with five (5) years in middle management OR
  • An Honours Degree in Economics/Commerce; and
  • Twelve (12) years’ relevant experience with five (5) years in middle management OR
  • A Bachelor of Laws (LLB) Degree (or equivalent) and admission to practice as a Legal Practitioner; and
  • Twelve (12) years’ relevant experience with five (5) years in middle management OR
  • Certified Theory in Accounting/Honours (or equivalent) and Chartered Accountant designation; and
  • Twelve (12) years’ relevant experience with five (5) years in middle management
  • A Master’s Degree in Business Administration (MBA) will be an added advantage
  • Knowledge:
  • Relevant policies, procedures, acts, regulations and standards

  • Anti-money Laundering and Terrorist Financing regulations
  • International best practice
