Puma Energy is recruiting a HSE Manager, to be based in Windhoek, Namibia.
Description
  • Manage the quality assurance and implementation of HSE and quality programs so that all of the organization’s operational processes conform to technical specifications, perform reliably, meet internal and external quality standards and comply with all relevant regulations, licenses, waste management procedures, certifications, and other mandatory compliances of the given region. Audit all business entities on the compliance to the internal management system. Adapt policies and programs to improve assigned business units’ environmental and safety performance. Investigation of incidents occurring related to all business entities in the business. Management of contractors in co-ordination with Operations and Engineering teams. Training of staff on the systems used within Puma Energy. Reporting and the analysis of data. Setting the desired leadership behaviors for staff and contractor personnel. Strong field HSE visibility. Works closely with Operations management to accomplish safety goals. Creating a culture of persistent uncomfortableness to avoid complacency with respect to HSE performance and continually striving for zero incidents
Duties
  • Manage a variety of environment, health and safety (HSE) activities at the facilities and business units of the country to ensure that the organization complies with external and internal HSE regulations and standards. Ensure that all terminals and depots use the Process Safety Management System appropriately (SAPS). Lead and monitor implementation and adherence to processes and meeting of safety standards
  • Supervise the correct application of the quality of HSE programs and procedures to avoid incidents; follow up at the terminals/depots to improve or maintain the HSE standards. Evaluate overall HSE performance at the terminals to identify recurring problems; research, evaluate, and recommend changes for improvement. Liaise with external suppliers to ensure that their products and services meet the business units’ quality standards
  • Conduct safety audits and on-site inspections to identify workplace hazards and unsafe equipment, working practices or conditions
  • Investigate environmental and safety incidents. Coordinate and follow up on the hazard and operability studies and risk analysis of the terminals with the local operational staff and external consultants, if required. Provide technical expertise and advice on HSE issues to functional or operational area managers and help them manage their HSE responsibilities. Prepare reports and recommendations that need to be made to organization’s operational processes, systems, raw materials, inputs, or vendors
  • Review and follow up on the monthly safety reports and risk database to propose improvements in the safety area. Attend safety committee meetings. Support in updating the emergency plans of the terminals with the local terminal/depot managers of the region and review the improvement opportunities detected from drills and emergency response exercises. Develop and deliver HSE and quality training programs and initiatives.
  • Provide guidance when needed to HSE and local Quality staff
  • Investigate incidents and lead teams on High Potential Incidents and non-conformances to create lessons that can be shared with the business
Requisites
  • Experience:
  • Undergraduate University degree in Health and Safety, Engineering, I
  • Industrial Hygiene, Safety or Risk management, environmental studies, or operations management; hazardous materials management certification preferred
  • Post graduate university degree preferred
  • Minimum 5 years’ experience in EHS and quality compliance. management
  • Skills:
  • Practical application of good safety practices in a hazardous environment. Structured problem solving
  • Proficiency using Microsoft Office Suite applications required
  • Bilingual: English and French/Portuguese
  • Competencies:
  • Ability to understand and apply local HSE laws and regulations
  • Ability to recognize compliance and risk issues and situations
  • Advanced knowledge of management systems and practices related to occupational safety and health and/or environmental management
  • Ability to implement and follow up compliance strategies and plans
  • Knowledge of Hydrocarbons and the Risks associated with its storage and handling
