Namfisa is recruiting a Manager: Licensing & Registration Division: Legal & Licensing Services (m/f), to be based in Windhoek, Namibia.
Description
  • The purpose of the job is to lead the licensing and registration team in order to achieve NAMFISA’s objectives of providing a prudentially sound financial system and protecting consumers
Duties
  • Manage registration and de-registration processes in line with relevant legislation and procedures
  • Manage applications (Name Changes, Name Reservations, Registration of Principal Officers, Auditors and Valuators, Special Rules, etc.) in line with relevant legislation and procedures
  • Ensure Anti-Money Laundering Fit and Proper (AML FAP) authorizations are in line with relevant legislation, policies and procedures
  • Provide appropriate guidance to accountable and reporting institutions regarding completion of AML Compliance programs for new applicants
  • Assess/review the effectiveness of the regulatory and supervisory framework by researching on international best practice principles and drafting recommendations for policy review where necessary
  • Manage stakeholder relations by o Providing technical and expert advice to supervised institutions and team members o Actively participating in industry consultations and meetings as required; and o Actively participating in Consumer Education interventions
  • Manage the departmental budget and staff, and attend to other administrative duties in line with the Organizational and
  • Departmental Strategic Objectives
  • Manage the analysis of relevant periodic reports and summaries of statistical information concerning the industry
  • Enforce compliance with relevant legislation, and ensure corrective action is instituted for non-compliant regulated entities
Requisites
  • Honours Degree in Law / Business Administration / Finance / Economics; or
  • Certified Theory in Accounting/Honours or equivalent and
  • Chartered Accountant designation; or LLB (or equivalent) and admission to practise as a Legal Practitioner
  • Eight (8) years’ experience within financial industry regulation, of which three (3) years should have been served in a supervisory capacity
  • Significant experience in financial regulation and compliance OR
  • Graduate:
  • Degree in Economics / Accounting / Finance /Law / Business Administration or related field
  • Ten (10) years’ relevant experience, of which 3 years should have been at a supervisory level
  • Financial sector related work experience will be an added advantage
  • Knowledge:
  • NAMFISA’s mission, vision, objectives, functions, processes and systems
  • Operations of financial services industry
  • Regulatory trends and legislative environment
  • Understanding and interpretation of laws
  • Accounting and auditing practices and principles
  • Financial Institutions Regulatory Requirements
