The Namibian Competition Commission is recruiting a Risk and Compliance Officer, to be based in Windhoek, Namibia.
Description
  • The primary purpose of the position is to provide professional and effective risk and compliance management support to the Commission
  • More specifically, the Risk and Compliance Officer will be responsible for assisting in the implementation of the risk management framework that adequately addresses both risk and compliance, and generally assists the Commission in managing its risks. The incumbent is expected inter alia to:
Duties
  • Assist management and the Risk Committee to identify risks at a strategic, activity and process level
  • Assist management and the Risk Committee to prioritise risks by assessing the risks in terms of likelihood and impact
  • Assist management and the Risk Committee to identify appropriate risk responses, e.g. internal controls
  • Assist management and the Risk Committee to develop divisional/business unit risk registers and capture the risks, the results of inherent and residual risk assessments done, risk responses, implementation dates and responsible persons
  • Monitor the Commission’s responses to risks between the established committee meetings
  • Report on risk to supervisor
  • Assist management to create an awareness of risk through ongoing communication and training on the risk management framework, the risk management charter, threats to the business and internal controls
  • Assist management to draft policies, review the risk and compliance management charter and policies, and the development of business continuity plans, as well as the creation of an awareness of the business continuity plans and disaster recovery plans to all impacted
  • Assis with internal and external stakeholder engagement in as far as risk management is concern
  • Advice on control measures to be put in place to mitigate risks and monitor implementation of the control measures
  • Advice management, the Risk Committee and the rest of the staff members on risk related issues
  • Assist management to develop a Compliance Risk Profile of the Commission
  • Assist management in developing Compliance Risk Management Plans (CRMP’s) for each regulatory requirement in the compliance universe, using a risk-based approach
  • Communicate key aspects of the compliance policies or charters and manuals to management, staff, and stakeholders to ensure compliance to regulators
  • Develop and implement a compliance program that meets the compliance-related objectives of the Commission
  • Oversee the monitoring and review of all principal risks identified for the Commission
  • Develop an annual compliance plan, legal compliance check list, compliance monitoring plan and calendar
  • Develop, identify and analyse the Commission’s compliance risk universe
  • Apply Generally Accepted Compliance Practice as developed by the Compliance Institute of Southern Africa when monitoring and advising on the regulatory universe and embedding the compliance process
  • Compile materials for training on policies and procedures related to compliance and ensure revision of policies by respectful policy custodians
  • Prepare and distribute notices of committee meetings, circulate committee meeting agendas and packs
  • Draft minutes of the Finance, Audit and Risk Committee, and the related action items
  • Assist with the Commission’s day-to-day governance administration (among other related responsibilities)
Requistes
  • LLB Degree
  • OR
  • Bachelor’s Degree in Risk Management
  • OR
  • Bachelor’s Degree in Compliance
  • OR
  • Bachelor’s Degree in Risk and Compliance (or related field)
  • Membership with and training by the Risk Management Institute of South Africa (IRMSA) and the
  • Compliance Institute of Southern Africa (CISA), in addition to any of the above mentioned Bachelor’s degrees and/ or possession of a Certificate and/or training in Risk Management and/or a Compliance Management or Admission as a Legal Practitioner in addition to the LLB Degree will be a distinct advantage
  • Minimum of three (3) years working/ industry experience in:
  • Risk and compliance management processes, requirements and practice
  • OR
  • A legal environment, linked with experience in Risk and Compliance Management
  • Skills and Abilities:
  • Sound knowledge of corporate governance, and risk and compliance management
  • Effectively communicate (verbally and in writing), and clearly express logically reasoned ideas
  • Problem solving skills and the ability to think strategically and assess matters quickly
  • Ability to work independently, pay attention to detail and be analytical. Minutes, and Report writing skills
  • Compliance assessment analysis and evaluation skills
