  • In March 2022, the German Federal Ministry of Economic Affairs and Climate Action (BMWK) founded a hydrogen partnership with the Namibian Ministry of Mines and Energy (MME). The aim of this partnership is to cooperate closely in the areas of production, processing, application and transport of green hydrogen and associated synthetic fuels. On behalf of the German Federal Ministry of Economic Affairs and Climate Action (BMWK), the International PtX Hub advocates for the global breakthrough of sustainably produced synthetic fuels and feedstocks (PtX products) based on renewable energies. The goal here is to make the framework conditions for production in emerging and developing countries sustainable, to secure financing, to build international networks and partnerships, to generate knowledge, and to tap country and market potential
  • This position is at the interface of two projects, the German-Namibian Hydrogen Partnership (under the umbrella of the global program for Bilateral Energy Partnership) and PtX Hub. The position is financed 50% from each of the two projects. It guarantees the exchange of knowledge and information, the use of synergies, but also requires coordination between both projects to contribute to the success of each project
Duties
  • Professional renewable energy and PtX policy advisory services to MME, related organizational capacity development and competency development of partner staff
  • Efficiently dealing with queries about issues in his/her section
  • Performing tasks in compliance with GIZ’s Processes and Rules (P+R)
  • Correctly providing services within the team in accordance with GIZ’s requirements
  • Technical support with focus on green hydrogen (GH2)/PtX on regulation, technologies and sustainability in support of the PtX Hub/Hydrogen Partnership, technical and conceptual advice to Namibian partner institutions on green hydrogen/PtX
  • Support in identification, operational planning, implementation and monitoring of project activities
  • Preparation of tender documents for subcontracts to research and consulting institutes as well as coordination and management of the consulting institutes
  • Mapping, monitoring, knowledge management of - and reporting on - policy development, market development, funding schemes and regulation on the topic of PtX in Namibia
  • Participation in committees and initiatives on the topic
  • Participation in and preparation of policy dialogues with BMWK and MME
  • Participation and reporting on project progress/current activities in regular jour fixe with relevant partners
  • Support for private sector cooperation/specific implementation projects with private sector
  • Conception, preparation, implementation and evaluation of information, dialogue and training events on GH2 and PtX, as well as workshops (including virtual events) and study tours. In addition, establishment of local networks
  • Coordination with other GIZ projects as well as with projects of other donors
  • Support of project communication, e.g. blogposts, newsletters and publications
  • Coordination and cooperation with the PtX Hub core team/Energy Partnership team in Europe
  • Support the knowledge management, participate in the working groups of the international project team and report on project activities
Requisites
  • Completed university studies (master's degree/diploma or comparable degree) in energy economics, international relations, industrial engineering, natural or political sciences, industrial engineering or comparable, legislation/law or comparable
  • Knowledge and experience in climate change, energy or industrial processes - preferably related to PtX or green hydrogen is desirable
  • In-depth knowledge of the Namibia’s energy market as well as the energy policy and understanding of the regional perspective
  • Experience working with Namibian authorities and a broad network of contacts in Namibia, knowledge of the ministries, their functions and strategies
  • Affinity for policy and technical advice, high political sensitivity
  • Strong communication skills, also in an intercultural context, quick comprehension and the ability to prepare complex technical content
  • Above-average communication and cooperation skills, willingness to take responsibility, distinctive interdisciplinary thinking
  • Experience with large industrial projects, major investments or direct investments of foreign companies are an advantage
  • Fluent in the languages in English, negotiation skills and strong communication skills in English, both written and spoken, knowledge of German is an advantage
  • Ability to find and implement collaborative solutions in an intercultural context and strong interdisciplinary thinking
