  • SENIOR ANALYST- NPS AND VIRTUAL ASSETS OVERSIGHT: NATIONAL PAYMENT SYSTEM AND EXCHANGE CONTROL

Duties
  • Conduct off-site monitoring activities of participants in the national payment system, VAs and VASPs, as per the Risk-Based Oversight Policy Framework and supporting procedures on a monthly basis to provide assurance through the command chain through monthly and quarterly reports
  • This is inclusive of capturing, validating and analysing monthly returns from all regulated institutions; update and maintain regulated institutions profiles on a monthly basis; do daily market intelligence to ensure any potential risks to the NPS and the financial sector as a result of VAs and VASPs are picked up and timely addressed through newspaper scanning; liaison with PCHs and relevant stakeholders Conduct on-site assessments on all regulated institutions including VAs and VASPs in line with the approved examination/onsite plan as per the Risk-Based Oversight Policy Framework and supporting procedures on a monthly basis to provide assurance on a monthly basis to the management of the Department through onsite assessment reports
  • Apply supervisory tools to identify and monitor the relevant interconnections, both within the virtual-asset ecosystem, as well as between the virtual-asset ecosystem and the wider financial system. Authorities should address financial stability risks that arise from these interconnections and interdependencies Engage with and attend PAN structure platforms such as the PCH meetings, and closely monitor the operations of PAN in terms of the Payment System Management Act and the Memorandum of Agreement, and report to the Department accordingly on arising matters that affect the NPS on a monthly and quarterly basis
  • Act as a catalyst to facilitate the reform of payment systems in Namibia through participation at various stakeholder meetings, forums and committees as assigned by the Principal Payment System Analyst: Oversight, so as to provide for the needs of the economy and the public, and the promotion of the migration to the use of more efficient payment instruments as and when required
  • Undertake and contribute to inter-departmental projects, initiatives, and activities within the Bank, ensure risk management and operational efficiency within the Oversight Function, and ensure that risk and audit items are addressed
  • Also attend to any other ad hoc activities as assigned by supervisor
Requisites
  • A relevant degree or equivalent qualification in IT Audit / Accounting and Banking / Data Sciences
  • At least 3 years’ experience in the area of Governance, Risk and Compliance
  • (GRC), with a particular focus on IT and Cyber Security
  • Experience in Data analytics
  • Knowledge and Skills:
  • A thorough understanding of international standards and practices related or complimentary to payment systems i.e. Principle for Financial Market Infrastructures (PFMIs), COBIT etc
  • Banking Practices and Payment Systems
  • Governance, Risk and Compliance (GRC)
  • Cybersecurity audits
  • Blockchain, virtual assets and exchanges
  • Critical Thinking
  • Data / Information Analytical Skills
